I stayed off-season at Hotel Thomas because I had business in that part of Le Cannet (up the hill from Cannes). Overall I was happy with my stay. My only real complaint (more my wife's actually) is that the first two nights we were there we couldn't get hot water to run from the taps, even letting it flow for a long time; the next night (after we discussed it with the staff) it was fine. In the mornings there was no such issue.
The room was clean, though a little small, and the staff was very courteous. Some rooms have balconies though ours didn't. A card-lock system has been replaced with a standard key lock system, but we had no security issues. Being a little out-of-the-way (about 3km from the beach), it's a 5-10 minute walk to the nearest bus stop, and a 10-15 minute ride down to the Croisette. Though they do offer indoor parking (8E/day), the buses are a no-brainer for getting around without parking issues.
Breakfast is on the top floor where the restaurant is located (closed for their holidays when we were there) and offers a really nice view of the area all the way to the sea. Breakfast was buffet style and among other things included great croissants, bacon and eggs, but very average coffee. (Italian coffee and French crossants... mmmm....one can dream...). There's also a swimming pool up there, but frankly, pool vs beach? ;)
I booked this hotel direct as it wasn't in any of the standard repertoires, using my credit card as deposit, and had no issues or surprises. There's a distinctly Dutch feel to the hotel as many signs are in French, English, Dutch. So overall a decent hotel for the price, and though perhaps a little out of the way for most visitors to Cannes, it was right for us and I would stay there again.
